How to attract developers - show them the money...

Apple should port the cocoa infrastructure as it attracts developers. It would enable developers to develop/compile on a Mac and subsequently sell on Windows. The best sysytem does not always win - why?

Commercial Developers do not write applications for fun. As a developer I have to justify the cost of learning against potential return.
