Couldn't users just do this themselves by making an AppleScript that creates symbolic links in the ~/Library to files on a thumb drive? Sure, it would be a small pain, but it wouldn't be that hard to do. I think the number of users who are interested in this is small enough that there's no need for more than this "hack" solution to the problem.
