I disagree. There are some tweaks I'd like to see, but the problem with Tiger's folder-in-Dock behavior is a single click brings the Finder to the foreground no matter what else is going on. With stacks, the current active app stays active.

Interesting point. I haven't used that in a while because scrolling was quite a bit of work, but I'm sure others do use it.
